Je vous encourage de poursuivre votre course avec persévérance, et que rien en ce monde n’entrave votre ardeur.
En conjunction de ma première lettre du Janvier23, 2006, intitulée â€Å" Mobilization for Démocracy in Haitiâ€(English version), Je vais définir le mot â€Å"démocracy†afin que vous sachiez les principes de la démocratique system.
Qu’est -ce-que la Démocracy?
Le mot â€Å"démocracy†dérivé du Greek langage, signifie règle par le peuple.
Démocracy repose sur des principes politiques que le gouvernement avait etablis pour exercer son pouvoir et pour servir le peuple.
Dans la pratique d’aujourd’hui, démocracy signifie un system de gouvernement caracterizé comme suivants:
(1) Le pouvoir du gouvernement est limité par une costitution ecrite ou par des lois fondamerntales et des traditions historiques.
(2) Des officiers gouvernementaux, choisis par secret ballot aux elections libres, sont responsable par le people.
(3) Quand on debattre des issues legislatives, les legislateurs arrivent a compromises, et. par majorité vote, passent des lois.
(4) Plus d’une political partie existe, et chacune est libre de presenter ses objectives en cherchant de devenir la majorité partie.
(5) Groupes minoritaires, sans distinction de race, religion, couleur, ou nationalité d’origine, ont le doit intégral d’une existence libre.
(6) Le people ont protégés contre la tyranny gouvernementale par la liberté civile espécialement (a) liberté de parler, press, religion, et assemblée, and (b) le doit de mettre en liberté provisoire, impartial process, et egal traitement sous la loi.

Meaning of Democracy (English)
Dear co citizens:
Congratulations!
I urge you to pursue your goals with perseverance so that nothing in this world could obstruct your ardor.
In conjunction with my first letter of January 23, entitled â€Å"Mobilization for Democracy in Haitiâ€, I am going to define the word â€Å"democracy†so that you could understand the principles of democratic system.
What is democracy?
The word â€Å"democracy,†derived from the Greek language means the â€Å"rule of the people.†Democracy rests upon the political principle that government is created by, derives its power from, and exists to serve the people.
In practice today, political democracy means a system of government characterized as follows:
(1) Government powers are limited by a written constitution or by basic laws and historic traditions.
(2) Government officials, chosen by secret ballot in free and frequently held elections, are responsible by the people.
(3) The legislators debate issues, arrive at compromises, and, by majority vote, pass laws.
(4) More then ine political party exists, and each is free to present its views in seeking to become the majority party.
(5) Minority groups, regardless of race, color, religion, or national origin, have the right to full and free existence
(6) The people are protected against possible government tyranny by basic civil liberties, especially (a) freedom of speech, press, religion, and assembly, and (b) the right to bail, impartial trial, and equal treatment under the law.
